Hide reply button, when an user isn’t allowed to post replies!

Kostas the administrator of Insomnia, has two forums where users are allowed to post threads, but they aren’t allowed to post replies. he wanted to hide the post reply button in those two sections.
After the discussion we decided to make it a general concept in the forum. I wrote a hack to hide the reply button wherever the users are not allowed to post replies for a given section.
There is no screen-shots here, imagine the reply button unexcited.
